NYC law enforcement harassing me

Greetings New York City 311 @nyc311 First and foremost I always treat everyone at NYC 311, etc., politely and respectfully. That is more important than anything. Long story short, people I know pay the NYPD and their female and male, regular clothes, civilian team to harass me. I've contacted more than 1,000 United States government offices nationwide for years via email, phone, etc., and they won't help. IA, DOI, CCRB, won't help me. There is evidence stacked to the ceiling. I've contacted hundreds of government offices in NYC, New York state, and Albany. They won't help. The NYPD and their civilian team leave a massive amount of evidence of harassing me in their wake because they are so confident and obnoxious that no one who works for the government will help. Please let me know who I should contact. Also, the NYPD was running a major scam on me with another government agency. I'll tell you who privately. I called NYC 311 and they fixed it so I can tell everyone right now calling NYC 311 can work. I'm sure they can't fix every issue but if they can they will by submitting reports, etc. I just wanted to say thank you for the huge issue that you fixed that the NYPD created for me.
